Is the amount of incoming traffic to a site a of the factors search engines look at when determining its rank?

I only ask this because there is apparently a method which can be used to drive traffic to a website up using iframes. For example, if I put my website into an iframe which is placed on the homepage of a website which gets loads of traffic, I will get exactly the same traffic too. And if the iframe is 1px x 1px then no one will see it.

Not sure if this would be classed as Black Hat SEO, I can’t find any evidence anywhere online of people being punished for doing this…

No, it’s the number of hits from linked sites and the number of responses to search requests. Putting it in an i-frame is not likely to help at all.
